SEARCH OPERATION IN COLOMBO, DEHIWELA. 22 TAMILS HELD ON SUSPICION
Wellawatte, Bambalapitiya, Narahenpita, Kiralapone, Cinnamon Garden areas were searched from Saturday night till yesterday morning. 12 persons were apprehended in this operation. Search in Dehiwela yielded an arrest of 10 Tamil youths.

MILITARY SAYS THAT TIGER VESSEL CARRYING WEAPONS WAS DESTROYED IN KALMUNAI WATER
A heavy clash between navy and Tigers was carried out yesterday in the sea, 120 nautical miles away from Kalmunai seashore. This vessel was observed by the navy yesterday around 7.30am sailing from the international water to the Sri Lankan territory and a destroyer vessel was sent to the scene, says defense ministry website. Meanwhile, continued heavy blowing noise was heard yesterday around 12.30pm for about 15 minutes from the sea, said villagers from Sainthamaruthu.

SWIFT ACTION NEEDED TO REORGANIZE TRANSPORT TO THE NORTH
Transport from the North to other parts of country is severed for the last one and half month. Patients for medical treatment and workers employed in Colombo are seriously handicapped as a result of this limitation. Consequent to the land route severance, 13 civilians entrapped in Vavuniya have embarked on an extremely risky sea voyage and reached Jaffna. Civilians entrapped in the North are confronted with shortage of food items and farmers are unable to transport their produce for sale. If this situation continues, innocent civilians in the area would face death soon. It is the duty of Govt to protect its people. Rulers should treat all communities in a similar manner. If annoyance on civilians were increased, frustration and hatred would grow. Therefore, the Govt should take speedy action to recommence land transport soon. Relief goods to the affected could be dispatched through this measure. Meanwhile, Co chair including Norway should take appropriate rapid actions to resurrect Talk soon. All critical issues presently we are facing could be resolved once the Talk is recommenced.

INFLEXIBLE CONSTITUTION WILL NOT ALLOW A SETTLEMENT
Tamil sector has been stating again and again that a peaceful settlement to the ethnic conflict could not be found within the parameter of present constitution. Whether it could be 1972 constitution or 1978 amendment, this legal framework has not addressed the Tamils aspirations and hopes. It is purely drafted through majority Sinhala thoughts. The constitution will not address the aspirations of Tamils and it is a stumbling block to the international duty and responsibility Sri Lanka obliged to perform. Sri Lanka has inked in 1980 on international accord on ‘civil and political rights’ and it also signed further amendment on 3 October 1997. Through these agreements, Sri Lanka received honor of protecting Human Rights. When complaint lodged at the UN Human Rights Commission, the Commission consisting of 18 legal luminaries from various countries inquires into the complaint and issues its ruling. The Sri Lanka is deemed to oblige to the verdict as per their consent made in 1980 and 1997. However, the recent declaration by the High Court said that the ruling is in contrary to the Sri Lanka Constitution. Though section 27(15) of the Constitution stipulates that the country should honor international accord, the announcement made by the High Court brought Sri Lankan image a deplorable one in the international arena. It is becoming clear that the Sri Lanka Govt could not fulfill the international obligations on Human Rights issue and it also could not find settlement to the ethnic dispute within the inflexible constitutional legal framework.

Unit 8.2 in the said textbook says that the Muslims have collected extortion money from their captured lands when the religion, Islam, spread in the early days. Further, Palestine is the holy land to Christian and Muslims tortured devotees who have gone to the holy land. Muslim community is depicted as occupier and warmongers in the Unit 8 4. Muslim political leaders and education officials should take steps to rectify these fabricated allegations.

COMPULSION ON MUTHUR RESETTLEMENT! ANTI MUSLIM ATTITUDE AT DISTRICT SECRETARIAT!!
Muthur residents left their homes on the August 4th as a result of Tiger- Military clash and stayed in Kanthalai, Thampalakamam, Kinniya, Trincomalee, Seruvila AGA Divisions. Govt along with Muslim community living in other parts of Sri Lanka helped these displaced during their stay. When the Muthur area resumed normalcy, Govt expedited the resettlement and the displaced were given short notice for their return. As per survey carried out in Muthur, minimum 500 houses were totally destroyed and Muslim civilians could not be resettled in areas closer to the military camps. These civilians live with their relatives now. The Chief officer of the District Secretariat adopts anti Muslim attitude, it is alleged. 1.Relief goods sent to the area where no refugees, Trincomalee North 2. Conduct of business with Muslim officials is unusual 3. Though many fishermen in Kuchaweli, Kinniya, Muthur, were badly hit as a result of fishing restriction, only majority community in Trincomalee is taken into account and necessary relief is offered. These are the few examples for his adverse attitude.

Tourism Minister Anura Bandaranaike has called on the Government to agree to unconditional talks with the LTTE without making irrational demands. Mr. Bandaranaike made this appeal during his speech at the 6th death anniversary commemoration ceremony of the Sri Lanka Muslim Congress (SLMC) founder Leader M.H.M. Ashraff, held at the BMICH on Saturday. “Will the best organized terrorist organization lay down arms,”? asked Mr. Bandaranaike. The Tourism Minister also warned the Government against leaving out Muslims and taking Karuna on board at the peace talks.

RANIL CRITICIZES REMOVAL OF IPKF
Had the Sri Lankan Government allowed the Indian Peacekeeping Force (IPKF) to stay a little longer, the North-East conflict could have been resolved by now, Opposition Leader Ranil Wickremesinghe said yesterday. He was speaking at a ceremony organized to mark the 100th birth anniversary of the late President J.R. Jayewardene at the Jayewardene Centre yesterday. CCTV CAMERAS TO BEEF UP SECURITY IN COLOMBO
CCTV cameras are to be set up as a technical solution to negate threats to Colombo’s security from the LTTE. Such cameras are to be setup at vital places around the city. Close Circuit Television cameras, which are widely known as an advanced security solution in modern countries, will be used in Sri Lanka for the first time to monitor activities in the city and to up roadside security so that acts of the terrorism can be avoided.

ICRC URGES BOTH PARTIES TO AGREE ON COMMON TRANSPORT POLICY
Delegation gathering information on violation of humanitarian laws during Mutur crisis. The International Committee of the Red Cross (ICRC) has urged both the Government and the LTTE to arrive at a common understanding over an acceptable mode of transport to be used by the aid agency, to transport people and relief goods in and out of Jaffna. With the Navy now undertaking the task of transporting stranded civilians from Jaffna, when asked if the ICRC could escort such vessels with soldiers also on board, the head of delegation of the ICRC in Sri Lanka, Toon Vandenhove said this would go against the internationally-accepted principle of the Red Cross and international humanitarian law.

LTTE BID TO SMUGGLE ARMS ABORTED, SHIP SUNK
Within days of Tigers’ truce offerThe Navy yesterday thwarted an LTTE attempt to smuggle in a large consignment of arms, ammunition and equipment. Navy Headquarters said that an SLN vessel tracked down a suspicious vessel off Sangamankanda in the Eastern Province on Sunday night and intercepted it yesterday morning. The Air Force promptly responded to a request from the Navy and did a successful sortie, crippling the ship. They Navy encircled the ship in a bid to arrest the crew. According to unconfirmed reports, there had been an exchange of fire between the ship’s crew and the naval craft prior to the air strikes."We ordered it to stop," a senior officer said, adding that the ship’s crew initially did not respond compelling the Navy to fire a few warning shots. Subsequently, the vessel had been found to be of Maldivian origin, he said. The Air force had, he said, successfully targeted the vessel, crippling it. The air strikes had been conducted after the ship’s crew declined to facilitate a search of the vessel, he said. Defence Spokesman Minister Keheliya Rambukwella said that the international community should take note of the latest arms smuggling attempt, which had come hot on the heels of the LTTE’s offer of truce. Defence Ministry said that the navy had surrounded the LTTE vessel around noon yesterday. "It can’t break the naval cordon," SLN spokesman Commander D. P. K. Dassanayake told The Island. According to him the vessel sank at 4. 30 pm.

TIGERS ATTACK CEB VEHICLE, ON KILLED, 2 INJURED
The LTTE yesterday fired on a Ceylon Electricity Board (CEB) vehicle killing an employee and injuring two at Alukkai in Allaveddi. The CEB crew were on their way, along the Chunnakam – Mallakam road to attend to repair work, during a curfew announced in the area by the Army sources in the North said.

President Mahinda Rajapakse chaired the opening session of the Non-Aligned summit on its second and final day (16) yesterday. There were 40 Heads of State and Government and high ranking representatives from other countries at the conference of 118-member NAM, held in Havana, Cuba.

AUSTRALIA EXPECTED TO LIST LTTE AS TERROR ORGANIZATION
Sri Lanka expects Australia to proscribe the LTTE shortly. A ministerial source expressed belief that Australia would add the LTTE to list of proscribed organizations. Although federal authorities have initiated action against the LTTE front organisation- Tamil Rehabilitation Organisation (TRO), the LTTE remains a legitimate entity in Australia. The Island learns that President Mahinda Rajapakse’s government is seeking the outlawing of the group. The government is expected to make fresh representations in this regard.

TSUNAMI MISERY A BOON FOR RADA ‘BOYS’, ‘GIRLS’
It seems that the 2004 tsunami, which ravaged the coastal areas has been forgotten. People are vaguely aware that there are still welfare centres for the victims and complacently assume that everything is taken care of by the authorities. However, all is not well. There have been complaints that those entrusted with the task of assisting the affected to get back on their feet, though they draw fat pay checks, are doing sweet little. RADA, which was set up by the then government to assist the tsunami victims, is said to be manned by a group of youngsters, who do not seem to know what their well paid duties are. They are said to be seated in front of computers, busying themselves on mobile phones or gaily chatting away, while victims visiting the office, situated within the High Security Zone near the Central Bank, are left unattended. It is understood that an officer who recently left RADA, which comes directly under the Presidential Secretariat, drew a monthly wage of Rs. 375,000. Others are said to drawing salaries as high as Rs. 150,000 or 200,000 a month.

DHANAPALA TO PULL OUT OF RACE?
South Korean Foreign Minister Ban Ki-moon has become a clear favourite to replace Kofi Annan, as UN Secretary-General, after a second straw poll of the candidates in the 15-member Security Council. Sri Lanka's former UN Undersecretary-General for disarmament affairs, Jayantha Dhanapala, finished in last place with only three encouragements. He is certain to withdraw from the race, David Nason, the New York correspondent of The Australian wrote on Saturday.

CORRUPT OFFICIALS LORD IT OVER AT BUDDHIST AND PALI UNIVERSITY
Undergraduates of the Buddhist and Pali University alleged the Education Ministry is attempting to hush up investigations against corrupt officials in the University involved in massive corruption deals to save them from trouble. Apart from financial deals with outside agencies in procuring services and supplies we also have proof of some of the officials being involved in gross abuse of university resources. These officials also use the university vehicles to buy gas cylinders for their homes and go shopping, convener of the Inter University Bhikku Federation Medagan Oya Anomadassi Thera told The Island.

FOUR SMALL SCALE HYDRO POWER PROJECTS SOON
The cabinet has approved four small scale hydro power projects despite environmentalists’ opposition. Accordingly the Broadland, Moragalla, Ginganga and Uma Oya hydro power projects will be started before end of this year under the Long Term Energy Generation Expansion Plan of the Power and Energy Ministry, Ministry spokesman Harsha B. Abeykoon told The Island.

LTTE WEAPONS SHIP DESTROYED AT MID SEA
Colombo: The Navy assisted by the Air Force yesterday destroyed a suspected arms ship in the waters off Kalmunai. Air Force fighter jets and the naval gun boats destroyed the ship following a gun battle lasting several hours 120 nautical miles east of Kalmunai according to the Navy. Navy Spokesman Commander D.K.P Dassanayake told the Daily News that the Navy craft were fired at with heavy machine guns from the vessel.

Transport Minister A.H.M. Fowzie in response to a media query said the Government has dispatched 2000 MT of fuel to the North and East. Earlier reports from Jaffna said the State transport service is hampered due to shortage of fuel in the peninsula, after the recent escalation in violence.

NO CAUSE FOR PROTESTS AGAINST ABDUCTIONS: GOVERNMENT
COLOMBO: On the direction of President Mahinda Rajapaksa, the Government has already initiated action to curb the spate of abductions, disappearances and extra-judicial killings in Colombo and its suburbs, a media release issued yesterday by the Policy Research and Information Unit (PRIU) Presidential Secretariat, Colombo said.

SANGAREE COMMENDS SLFP-UNP TALKS
COLOMBO: Leader of the Tamil United Liberation Front V. Anandasangaree has commended the efforts of the country’s two main political parties to jointly initiate a political solution to the ethnic crisis. Anandasangaree, the recipient of UNESCO’s prestigious Mandanjeet Singh award for 2006 told the Daily News that it was encouraging to see an emerging consensus between the Government and the Opposition to deal with the ethnic crisis.

WELIOYA: Troops and the LTTE exchanged artillery fire and mortar attacks in Kokuthudai in Weli Oya Thursday but no casualties were reported, defence officials said.#
